I cant help on disabling the save, but if you want to be absolutely sure then the best way is probably to copy the document to a temporary location before opening. That way the user can do what they like with it. And you can delete any you have created as part of a tidy up when they have done with it, or perhaps cleardown the temporary area on logon etc.

Alternately set the directory holding the docs to read-only for the user-group that this applies to.

If you can toggle the property manually in Word one sneaky way is to record a macro, fiddle around with what you want to. Then save and edit the macro and see what properties or functions are being set or called.
