So, I've found SimpleServer at http://www.analogx.com/contents/download/network/sswww.htm which has enough to test web deployment. I've used it on my cable modem (don't tell ATT) and off off a DSL modem. It includes a CGI-BIN directory where OICGI.EXE works just fine. I've run it in Win95 and Win98.
They also have a Cookie Wall which I use to select which cookie I want to save or reject.
