Creating a deployment definition (using upgrade), then creating a repository using the date selection option and it finds my change, I save the deployment definition and repository view and extract the deployment with no errors. I apply the upgrade and one row copied but the record did not get copied in??

Have you tried running SCAN_REP yet to see if there are any errors in your repository? Also, make sure the repository flags (particularly Evaluate, Check-out, and Recompile) are not checked.
