I don't believe it is possible in Windows 3.1. In Windows 95 (I'm looking at 98 but it is probably the same) under Control Panel, Display, Appearance if you click on the scroll bar in the mock up area (or select "Scrollbar" from the "Item" drop down) then you can set the size. I do not know if this affects Edit Tables however. If not, you will have to use the separate VSCROLL control and use TOPPOS to scroll the edit table.
