The Collaborative Development Pack (CDP) is the official license that denotes your copy of OpenInsight (the one running on your web server) as a development version. From a technical point of view you do not need to install it. From a licensing point of view you do not need to install it either, it is merely your "proof" that this is a developer version of OpenInsight. The Web Deployment Pack (WDP/SDP) is your "proof" that you purchased a license to publish OpenInsight data to the web. Again, there is no technical requirement that you install this either.

If you ever do multiple development with OpenInsight then you will want to install the CDP. It effectively bumps your development engine by one user and then allows network development to occur. At present your system is technically a 0 user system. You can still develop, but a 0 user system is practically the same as a 1 user system. Installing the CDP will make it a 1 user system. The next CDP will make it a 2 user system, and so on.
