We had a similar problem recently - it was caused by a GFE in the voc of the account we were logging into - check this by using setfile from sysprog or another account you can access, and then selecting on the voc. We had to restore the voc from backup.

We also had a problem many years ago which may have given the same results, that time it was the verbs file which became damaged.
