Can't establish communication with OECGI (OpenInsight 32-bit Specific)

I have checked the registry that was loaded during the calling to OECGI. It seems that the InetInfo.exe is still using the oicgi.
What happen if you load the Inet_Gateway program first? Does it work?

If you are running from a non-sysprog account, please send an email to info@Revelation.com. We found a problem and have a possible fix for non-sysprog accounts.

If you're using OI 4.1.2 web functionality in a non-SYSPROG account, please contact info@revelation.com for an updated file.

The user has all permissions.
Since we do not get any specific error message we don't know how to proceed.
Any suggestions?
