V18 is the attach verb. Perhaps you've added enough files so that all the file/volume/handle information has overload the @FILES variable.

Can you login to another account/application (say SYSPROG)? If so the command stack item in the LISTS file may be corrupt. Try doing a setfile or setalias to the LISTS file for the account/application and clear the qfile or sysalias file.
