Deploying Full version 4.0.1 (OpenInsight 32-bit Specific)

I am attempting to deploy a Full Runtime application for version 4.0.1 single user. The extraction process works without any errors. But when I attempt to execute OINSIGHT.EXE from the extraction location I receive this error, "A required .DLL file, REVSHEL32.DLL, was not found". I have read many of the articles regarding similar problems and found that many suggested to deploy as a upgrade module, loading the upgrade module on to a clean OI and swapping the OENGINE.EXE and REPORTER.EXE with the .RUN versions.
I made a clean copy of 4.0.1 and swapped the OENGINEs to see if I was on the right path and ran OINSIGHT but received this error "OpenInsight boot up failed". I also tried the same with a previous version, 3.7.5, and the OI loaded ok. It didn't have the application but it loaded.
I think that I need more details get it to work. I would greatly appreciate it if someone could give me some help. Thanks

1) Chances are, you may not have asked for and been supplied at no charge, the runtime engine Oengine.exe (for v4.01 - later versions it is oengine.dll) appropriate when you are rolling out copies of your system.
2) Licencing would require you to have only ONE developer system per OI licence (this is not to be confused with the single \ multi-user issue)
I suspect that there are other issues involved beyound the technical and licensing matters above. Is the deployment on same or other PC. If on other, you might like to run the client install on that PC to instatiate a few useful dlls etc - largely to do with reports.
Also check the network driver (execute the driver executable) and verify / select the correct driver. May be a swag of other issues - just cant think off hand.

"Depending on the version of OpenInsight, you need to contact us to get a single user runtime for your system. With OI 4.1.3, you should be able to deploy to runtime without any glitches, but with 4.0 to 4.1.2 there are times where we have needed to send single user runtimes out. Email me at sean@revelation.com. Please attach your development oengine.dll."
I have since searched for the OENGINE.DLL but found no file in OInsight.
