User count being decremented (OpenInsight 32-bit Specific)

Technical support staff has addressed, as well as IT staff, and it has been verfied that the user license decrements each time someone attempts to log in, above the 10 current licenses. Recycling the server is the only remedy at this time. Is there anyone else out there with this issue. I see many references to this issue, but none leading to much resolve?
OS is Win 2000 Service pack 3
