New 'Openinsight Bootup Failed!' issue (OpenInsight Specific)

I have a couple of customers running our OI 3.12-based software and they are getting the 'Openinsight Bootup Failed' message. What happens is that after clicking on the icon, it is a long time before anything happens, then the error comes up, then OpenEngine finally comes up. If you clear the error, leave OpenEngine running and click on OpenInsight again, it starts the second time, as if for some reason OpenEngine were taking too long to get started. I know the cause. One of the customers is running McAfee ZAC Agent, and when we remove that the problem goes away. The other customer is running CentaMeter 2.7 and when we remove that their system works OK. So I wonder what these two programs have in common which interferes with OI. I can't see anything, tried looking for common DLLs. I would like to be able to tell the customer something besides "You can't use your license metering software". Anyone else experience this or have any ideas?
