A good start would be describing your network operating system, client version, network product version etc. It is possible to get good AREV performance on 32 bit OSs but we need more details.

AREV runs quite fast in full-screen (text mode) in both Windows 2000 and XP - although it does use considerable CPU usage. (Or, more accurately, Windows allocates considerable CPU usage to DOS applications, even when not required.)

5 sec response for a window is too slow. My clients experience 2 sec or so with WinXPPro. More than 10 sec would be unacceptable. Try a bigger server with lots of memory (1 GByte). Check the network - use 100Mbit switches, no hubs.
