Attempt to log in to too many users (AREV Specific)

We are running AREV 3.1 (256 users), NetWare 4.11 & Client 32 Version 2.50, Win95. I have a site where this problem surfaced after some changes in the Network Tree (it was flattened) and a second file server was added. No workstation can now access the AREV app. I support approx. 90 sites, and all are using the same software (except some are using Client 32 Version 2.20, some are using the Rev NLM 1.50); none of the others have the problem. The site does have a CD-ROM tower, but they did before the problem surfaced; nobody at the site is sharing files between workstations.

Can you give more information on how the servers are linked and what the login paths are? Also, what is the error the workstations are getting?

That notwithstanding, I found that when a user just turns off the computer without logging out, sometimes (maybe if they SUSPENDED?) the system thinks they're still logged in and doesn't subtract them.
The only solution was rebooting the server, which really isn't that practical when you've got 256 users.
What I did was to put a logging application in LOGON and (LOG)OFF so that I could track who logged in but didn't log out. After I made sure that the couple I found logged out properly, we didn't run out of users again.
