Record Locking on NT service and NPP (Networking Products)

4) Is there any way with the Service (or the NPP for that matter) of finding out who has a particular record locked or indeed what records/files are locked at any time.
The reason for the question is that we have a user who gets locks on certain records which are not currently in use (but may have been recently). However, if he waits for a bit the lock will be cleared.
