From the browser's and wirewall's point of view a URL with a CGI request is no different from a URL referring to a static HTML page,

You can read about CGI protocol at http://hoohoo.ncsa.uiuc.edu/cgi/so as soon as an HTTP server allows CGI scripts execution there should be no problems using any CGI program including OICGI.EXE with or without firewalls.
