I am not sure what you mean by "run the client"!  This is a 3.61 runtime application that resides on a server (NT4.0) and is called by both WFW3.11 and Win95 workstations.  What seems to be most unusual is that the application and its associated calls to Reporter work just fine on the WFW3.11 workstations.  But when a workstation that is running Win95 attempts the same process, we get no apparent reaction from the workstation.  
Concerning "run the client", if you mean to load the development version of OI on a client workstation, we have done that on the WFW3.11 workstations.  We have not attempted that under a Win95 environment.  Using the development version of OI and a WFW3.11 configuration, we have tested our algorithm with and without using Utility.  It also worked fine.
Perhaps you could provide some additional insight (no pun intended) to what you propose.  Any assistance is most assuredly appreciated.
