I would appreciate mostly an answer to my first problem (i.e. @INDEX.TIME changed within the index process itself) but a response to the second situation (i.e. Menu video changes though VIDEO.RW being overwritten by Menu processor) would also be appreciated.

As far as we know, input.char (which controls background indexing) keeps resetting @Index.time to the value in place when it loaded. The only way around this would seem to be to reset the environment variable from within the replacement routine then do an abort all. This seems over the top.
