You didn't mention what version of Arev so I will answer as if it is 3.12.

Log in as the SYSPROG account. Go to Options menu, Workstation, Hardware. In that form named Workstation Hardware INI you can press the Shift-F1 key to change the focus to a different INI file. Bring up your AREVM.INI if not already there.

There are also Mono settings in the other menu choice Video, Environment and Windows.
