I;m having the same problem on a Novell 4.11 server. We found out that during boot-up, any of our network users are attached to two or three servers for quick switching in and out. One of the servers many users connect to manages our corporate Purchasing system. It is a non-AREV product, and has a maximum user license of 250 SL's.

For some reason, the NLM-protected server is responding to this "max users" condition on the other server, and prohibits additiona requests to connect to the AREV product/server.  There's been instances where ony 34 users were logged in, and #35 was denied due to the other server's max condition.
