We have only a small user base for this system, when we tried adding another client to th system, we meet with the above error message every time we fire up the application.

We do have clients that work, and we have copied their config.nt and autoexec.nt files across, rebuild the pcs, checked permissions on the directory tree and share for system with full rights, we have tried just about everything but we still get this message

Usually the FS1030 can be resolved by creating a SYSTEM user that has full control over the Arev directory and subdirectories.  The SYSTEM user is the one with the computer chip icon.
