The not too scientific reason I believe this is other differences beteen the two kinds of scroll bar. In a posting not too long ago Sprezzatura taught us about qualifying additional messages for scroll bars, but that only worked for scroll bars belonging to other controls.

Back to the first question again: You know of course you can make a separate scroll bar wider, which makes the thumb (lever) bigger, but only in one direction. In addition you can make both kinds of scroll bars "fatter" by setting a bigger Size for Item Scrollbar in Control Panel - Display - Appearance. But that's a bit radical because all scroll bars on your computer will be affected.
