Unable to create print spool file (OpenInsight 32-Bit)

Thusfar I have observed - using windows 2003 SP1 as a Client - no problem, but on 2003 R2 in both 32 bit and 64bit (in the wow32) the OIPI Print Init - ocx part gets nuked - also leaving the oengine running after closing the system. This is with DEP set at execute=OptIn or whatever.
BTW not an issue if the various servers used strictly as file server.
I'm hoping we dont have to jump thru hoops to get OI running with Longhorn server.
