Solved - SYSCOMMODULES file was missing

If I do any 9.+ upgrade on an original(3+) upgraded OI I get logs simimlar to the following.

If I upgrade a *clean* OI 8, I dont get the errors.

So, fixed by copying the files, but I would like to know what is happening.
