Arev32 not running on a network (Arev32)

When I try to startup arev by running EXEC AREV32_STANDALONE_FORM the CTO is momentarily displayed then closes again. No error messages displayed.
Arev32 starts up correctly on my laptop standalone development system.
Ran REVCMD manually (p:\oinsight\revcmd\revcmd.exe) on my laptop and get the "application name:" response.
Ran REVCMD manually (p:\oinsight\revcmd\revcmd.exe) on another workstation and get an empty DOS looking window appearing.
Ran out of ideas to get Arev32 running on the network.

The CTO client needs to connect to a OEngineServer service, either on the local workstation or on the server. Using a "." or "127.0.0.1" will cause CTO to spawn an engine ("." is direct mode) on the local machine or connect to an existing engine already running (127.0.0.1).
By using an IP address the workstation can connect to the OEngineServer service on the server.
Depending on if you want to run the engine server service locally, in direct mode, or on the server, would dictate what the next step is. What is your end goal, is this a production environment or a development system?
