OI running on NT (Network Product)

Here are the settings/versions
NLM - 1.5a
Novel - 3.1
OI - 3.7.2
Arev - 3.12
NT - 4.00.1381 SP 6
Netware client - 4.7 Also tried downgrading to 4.60.604 W/ SP 1
Frame type - 802.3
This PC can load OI but is not able to see any of the attached data files. Trying to add new tables to the database, shows only 'empty' directories. Running NLM Stats returns the error message "No Linear Hash Files Attached". When the Revparam file is placed in the main OI directory, OI will only load far enough to display a REPOS_BFS-FS477 message.
Now for the interesting part… Arev will run just fine on this PC, making full use of the NLM. (verified by looking at the systables voc record)
OI and Arev both function fine from all other NT PC's in the building.
Of course, any and all advice will be greatly appreciated,

The workstation does have both files present. nwcalls.dll has a date of 09/20/96 5:01p nwipxspx.dll - 06/18/98 2:25p
We have tried re-installing the client a couple of times.

Both PCs are brand new Compaq's W/ Intel Pro/10 network cards pre-installed - Same boxes that we have been installing for months, but these two are the first to give us any problems.

I have a client site with virtually the same problem. They have 4 NT workstations in the engineering dept and 2 of them work fine and 2 exhibit the same "No LH files attached.." problem. All 4 of them work fine with AREV using the NLM. Versions of software are identical to yours except they have Netware 4.11 on the server and packet type is 802.2.
I am currently checking DLL versions to see if I can find any differences.
