OIPI on every workstation? (OpenInsight)

We tryed to install in on the 256 users SDP, but it seems like we need to install it on every workstation?. We have read the readme file and made the two disks and installed it with option install in the OI (InstallOptions=1 in the setup.lst), when everyone was logged out. Still we get the error "SSUTL.OCX Runtime error 367, can't load (or register) custom ccontrol SSUTIL.OCX"

OIPI must be installed on every workstation. The installation does two things:
- copies some new stuff (stored procedures) into the OI on the server
- copies some necessary components to the workstation (usually the Windows System folder). (So the first task is really done again and again and n-1 more times than necessary.)
