Can't log in Deveolpment OI to server data. (OpenInsight 32-Bit)

Likewise, if I am logged in to my development, no other user can access the data, they can log in to runtime.. but no forms open since they have no access to the data.
NPP2.1 is being used on runtime and development OI.

Development – 1 user
Runtime — unlimited…usually only 2 or 3 users logged in at a time.
NOTE: Using NT Service 1.5 and NPP1.5 I had no problems..
When I installed NT Service 2.1 and NPP2.1 this problem appeared.
