login failed on Inet trace (O4W)

I am setting up O4W on a new server but when I try to do I inet_trace I get a login failed error message. I have checked the registry settings against an existing system and they are the same. Anyone got any ideas?
Also if I try to access O4W I get the main menu and am prompted for a username and password on logon but get the following error

The registry settings instruct OECGI3 how to contact and login to the OEngineServer service. Ensure this service is installed and running. You may want to run the OEngineServer service in debug mode by using the command line "java.exe -jar OESocketServer.jad -d 3" from the OpenInsight root directory. If you are running in debug mode you should see activity when inet_trace is requested.
Please check these two items for me and let me know the status.
