The dotted lines are placed on the check box when the item has focus. When the item loses focus it should remove the dotted line.

If you're running OI 7.2.1+ then you should always see the focus rectangle on a checkbox or radio button when running under XP visual styles and the said item has focus - this is actually *forced* by OI.

The reason they don't appear in earlier versions is that MS changed the behavior and made it dependent on how the user navigated to the control. This is described in more detail on The Old New Thing here along with the reasoning in this postthat annoyed quite a lot of people, myself included… :)
