Deploying Dict Items (None Specified)

I know a couple of weeks ago I and others had posted messages about having problems deploying dictionary items. I have not seen any resolution to this on the board ( i might have missed it)
I have Scan Rep my system etc. I create two new dict items and modify 1. Then in deployment I 'changed since' and set it to the beginning of day to catch all changes but dict items do not show up.
Is this a KNOWN problem? When will there be a patch to correct this problem?

2) Application Properties: Maintain DB columns is checked
3) Scan Rep: no problems
4) Rebuild System Indexes
Check to see if repository is tracking changes:
1)select column in Database Componets, Columns
2)look at entity/properties
3)last update=2/2/99
4)go into table build and modify the dictionary item
5)save table definition
6)go into entity/properties
7)last update=2/2/99
So .. I created 2 new dict items, "F" and "S".
According to App Mgr neither of the 2 new columns exist
It seems that even though the App Properies say to track columns the repository is not doing it.
