No, it is not cleared automatically by OpenInsight. Within the toolset you need to select "Reset Entity History Log" from the Application Manager's Development menu.

In 8.01, you can set this by going to the Database Manager and choosing Database-]Environmental Settings. The option is in the General Tab, just below half-way on the right.
