Windows 3.1 violating system integrity on Novell 4.11 (AREV Specific)

This happens in an AREV 3.1 application on a Novell 4.11 network via Windows 3.1 when one user is logged in and another user accesses the application. Both workstation .PIF's are set up according to Revelation's specs as posted elsewhere here, and all files are marked shareable. They do not have the NLM. They are also subject to fairly frequent phantom GFEs. Suggestions?
