OIPI and printing Forms (OpenInsight 32-Bit)

Okay .. I am trying to finish up some bits for a client and have run into a bit of a printing snafu with OIPI
I have read many interesting notes here but want to get your opinions about the best way to do this.
We are dealing with government forms.
Although they appear to be based on 10pitch and 6lines per inch I have just about 'hair-less' in trying to get things to line up.
I AM using the textxy print method AND am using 'New Courier' font.
I can move the text around .. hate those little x's that have to be IN THE BOX .. but have been unable to get a good final solution.
So .. how do y'all handle forms like this .. ones that others create and are pickie (get it .. pick - ie ) about location.
Tables .. don't think this will work .. or actually I think it will be more trouble
But .. what do you think

Bet it is HCFA485, HCFA1500, or UB92. I had to use the generic text only printer driver to get this to work properly. The Courier New font on an Epson LQ printer printed about 6.02 lines / inch or something like that. After about 10 lines or so, things were noticably off. OIPI is certainly better than any other tool available although I have also used PRINTER.DLL too.

Yeah the HCFA reports are part of my nightmare.
It is odd .. using a form ruler and measuring these forms you can see that 10 pitch does not quite work (at least on the ub) and 12 is off more . It is great that they have forms that they require but can't standardize on
And lines per inch .. yea you are correct there too .. how can it creep if you are set correctly.
But OIPI has gotten me very close. I will probably have to do a 'fudge' factor after x number of lines (of course different between 6 and 8 lpi

It turns out the HCFA subcontracts the printing of its forms to various printing companies and that the stock maintained for shipping may well come from a different supplier. I have measured the forms from several of our customers and have found slight variations from supplier to supplier. As you well know, this is a true PITA. FWIW, this was less of a problem in our DOS versions of the software. Don't ask me why, I just know that Windows and its print manager behaves slightly differently than the old MS-DOS print directly via LPT1 or whatever.
