Problems installing NT Service 1.5 on Win2K Server (Network Product)

However the latest client to upgrade cannot get the NT Service setup.exe to run on the Server. He's tried installing from the command prompt and closing any running tasks but with no joy. AFAIK he's running Windows 2000 Server, Microsoft Small Business Server with Terminal Services enabled. He's tried running the setup from a workstation and it loads and gives the 'must be installed on the server' error msg so the disk seems ok.
Any idea's anyone?
