So, you're saying that when you login as UserA, the menu options are disabled. However, when you log in as UserB, the menu options are enabled? And, this is on the same workstation?
If so, this sounds like it might be a user security issue.

Try
Settings → Users → User Setup
Compare the two users.
Alternatively, maybe there is some code that runs based on the logged on user.
