The Google Charts stuff requires you to 'send' the data to the Google server that then renders the data into the desired chart format ie you need to have internet access to have the chart rendered. There is a great alternative which rather uses local 'templates' - JSON Plotly - so no internet required or API keys etc. Bob Carten introduced me to this method.

I will send you an RDK that takes you thru several chart examples. I am sure it is possible - but yet to work out how to extend out to maps.
