RDK failure (OpenInsight 32-Bit)

Using version 8.03. What is the procedure for deploying dictionary items to a run time system.

Users are not required to log out to update other parts of the application so why on dictionaries? I can update dictionaries using Arev live while users are logged in.
Is this a bug in deploying RDK with dictionaries to a run time system.
